She has directed complex engagements for cities, counties, successor agencies, housing and public financing authorities, special districts, and transportation agencies. Frances is highly skilled in guiding clients through the preparation of Annual Comprehensive Financial Reports in compliance with GASB standards.

She is also a driving force in developing training programs and mentoring accounting professionals, delivering practical instruction in risk-based auditing, GASB reporting, and Single Audit execution. As an AICPA peer reviewer, Frances ensures the highest quality standards in the profession.
