She has directed complex engagements for cities, counties, successor agencies, housing and public financing authorities, special districts, and transportation agencies. Frances is highly skilled in guiding clients through the preparation of Annual Comprehensive Financial Reports in compliance with GASB standards.

She is also a driving force in developing training programs and mentoring accounting professionals, delivering practical instruction in risk-based auditing, GASB reporting, and Single Audit execution. As an AICPA peer reviewer, Frances ensures the highest quality standards in the profession. She holds dual degrees in Accounting and Economics from the University of California, Riverside, and is licensed in California and Arizona.

Coley Delaney, CPA - Partner

Coley Delaney offers extensive experience in audit and attestation services for public sector entities such as cities, counties, special districts, redevelopment agencies, and transportation agencies. He excels in reviewing high-risk audit areas, resolving complex accounting issues, and ensuring the highest quality in audit reports.

Coley is committed to professional development, creating training materials and leading seminars on governmental auditing and Single Audit compliance. He has guided numerous clients in preparing Annual Comprehensive Financial Reports in line with GASB Statement No. 34. Coley is a graduate of the University of California, Santa Barbara, a member of the AICPA and CalCPA, and licensed in California.

Andrew Roth, CPA - Partner

Andrew Roth offers extensive expertise in audit and assurance services for governmentalcities, counties, and not-for-profit organizations, with a strong emphasis on financial reporting, internal controls, and compliance with federal and state regulations. He has led large- scale engagements for public sector clients and special districts, demonstrating particular skill in guiding organizations through the certification process for Annual Comprehensive Financial Reports, and ensuring accuracy and value throughout the audit lifecycle.

Andrew’s deep understanding of the audit lifecycle ensures accurate reporting and delivers value-added insights to clients. He is also highly regarded for mentoring staff, standardizing audit practices, and proactively adapting to evolving accounting standards. As a licensed CPA and recognized subject-matter expert, Andrew is frequently consulted on topics such as GASB updates, federal grant compliance, and fraud detection in audits. His approach emphasizes transparency, accuracy, and long-term value for every client engagement.

John “Jack” Georger, CPA, CIA, CGMA - Partner

Jack Georger is distinguished by a career spanning leadership roles at Big 4 and national accounting firms, with deep expertise in financial and compliance audits for cities, counties, and not-for-profit organizations. He is highly regarded for consulting on new accounting standards implementation, leading quality control reviews, and providing final technical assessments on complex engagements.

Nationally recognized for his thought leadership, Jack serves as a lead instructor for over 300 hours of continuing education annually and authors AICPA training materials. He is a technical reviewer for CCH Knowledge-Based Audits™ and several GAAP and GASB publications. Jack holds CPA licenses in multiple states, is active in professional organizations including AICPA, NYSSCPA, and GFOA, and earned his Accounting degree from George Mason University.

James “Jim” Fritzsche, CPA - Partner

Jim Fritzsche specializes in not-for-profit and government-funded organizations, with advanced knowledge in financial reporting, compliance auditing, and internal controls under the COSO
Framework. His experience includes work with community-based organizations, educational institutions, trade associations, and nonprofit entities of all sizes.

Jim is known for delivering reliable, transparent audit services that enhance operational efficiency and regulatory compliance. He is dedicated to providing practical insights that support long-term sustainability, and is highly regarded for his expertise in GAAP, Single Audits, and Yellow Book standards. Jim graduated magna cum laude from California State University, Los Angeles, and is an active member of both the AICPA and CalCPA.

Sophia Kuo holds advanced credentials from the AICPA in Single Audits and brings significant experience in governmental and not-for-profit auditing. She is adept at overseeing audit teams, managing financial and compliance audits under GAO and Uniform Guidance frameworks, and leading initiatives in internal controls, data analytics, and tax compliance.

Sophia has led successful audit engagements for cities, counties, water districts, and special districts, helping clients meet GASB reporting requirements and publish Annual Comprehensive
Financial Reports. She holds both a Master of Accounting and an MBA from Idaho State University and is licensed in California. Her proactive communication and technical expertise are
